UK and Scottish government Governments Clash Over Who Should Pay the £24.5 million Cost for Trump and Vance Visits

The British administration is being urged to "take responsibility" and cover the £24.5m expense incurred during recent visits by former President Trump and JD Vance to Scotland, according to a top Holyrood official.

Substantial Estimated Expenses Revealed

Provisional costs totalling nearly £24.5m for the pair of working visits have been made public by the Scottish government.

Public Finance Minister McKee described the UK government's refusal to provide funding as "absurd," stating that both trips were clearly official, pointing out that the American leader held meetings with EU Commission president the EU's von der Leyen and UK prime minister Sir Keir Starmer during his July stay in the northern nation.

Details of the Visits and Associated Security Expenses

The former president toured his golf courses at Turnberry and Menie over a five-day trip in the summer, while US vice-president JD Vance spent approximately a long weekend in the Ayrshire region in late summer.

In a formal letter to the Treasury’s chief secretary James Murray, Finance Secretary Shona Robison stated that the visits placed "significant operational and financial burdens on Scottish public services, particularly Police Scotland."

The Edinburgh administration estimates that the estimated expense for securing the president's trip alone was £21 million, which involved peak daily deployments of more than four thousand police, while expenses for the VP's visit were approximately £3 million.

Large-Scale Policing Operation

This extensive policing operation was the biggest in Scotland since the passing of the late Queen in 2022, and included regional police, specialist units, volunteer officers and officers from across the UK for specialist support.

The Finance Secretary wrote: "After your choice not to provide funding to Scotland for expenses accrued in relation to the visit of President Donald Trump to Scotland in July 2025 and the subsequent visit of VP Vance, I am contacting you to ask that you review this decision and provide full reimbursement for the cost of the visits."

Westminster Reply and Past Precedent

The British administration maintained that the trips were private and "not official UK government business." A spokesperson commented: "Holyrood are responsible for policing costs in the country as per agreed devolved funding arrangements."

While the Finance Secretary referenced previous precedent where the UK government covered the expense of the president's 2018 trip to the nation, it is believed that trip came after a official UK government invitation, in which case it included protection expenses under its funding guidelines.

"Westminster needs to step up and cover the cost. I think it’s unreasonable, it was obviously a official trip … Particularly when you have the PM Sir Keir meeting with the president, having press conferences with him, conducting global diplomacy with him, its really stretching the bounds of credibility to say this was just a private holiday trip."
